Reimagining the street:
The University & Robinson Promenades.
The July 2024 Hillcrest Focused Plan Amendment introduced a vision for barrier-free, pedestrian-first spaces on University and Robinson Avenues. These promenades replace traditional curbs with wide, tree-shaded plazas and outdoor seating — creating a continuous community living room through the heart of Hillcrest.

The General Plan is San Diego's constitution for development — 11 elements that guide how the city grows, moves, and sustains itself. Comprehensively updated in 2008 and amended in July 2024 via the Blueprint SD initiative to align with the Climate Action Plan, housing equity goals, and SANDAG's Regional Transportation Plan.
